The “Manchester Guardian” says the acceptance of the Japanese proposal at the Naval Conference as originally presented woulci mean the creation of new minor navies, one for each Dominion separate from the British Navy and supported by Dominion taxpayers. The idea of an imperial British Navy supported by all for the defence of -all woulci finally be abandoned, and the Dominions would be faced with naval budgets not likely to be less than six millions each.
