Franco-Soviet Pact GERMANY’S OPINION Rome, May 31. The Government has received the German Note, which has been circulated to all Locarno Powers, declaring that the Franco-Soviet Pact is Inconsistent with Locarno and akin to a military alliance, and therefore it cannot be Included In Germany’s Stresa offer to accept an Eastern pact with bilateral agreements. The Italian Government is of the opinion that, the German viewpoint is identical with Signor Mussolini's when he declared that the Franco-Soviet and Czccho-Soriet Pacts would upset Europe’s equilibrium.
