French Socialists Adopt Report .TOTAL OF 1000 PLANES (Received October 28, 5.5 p.m.) Paris, October 27. The Radical Socialist Congress adopted the report of the ex-Air Jlinlister, JI. Lot, demanding an imernational fleet of 1000 aeroplanes, advocating control by the League of Nations of arms manufacture, the disarmament, and international police. The report added that 1000 planes would amply suffice for Europe's needs and-at one-fifth of the cost of the present air forces.
