United States in China (From "The Dominion/’ August 21, 1009.) With regard to the new railway loan arrangement in China —under which United States financiers gain a footing along with British, French, and German—the United States Government is elated at the success of Mr. Fletcher, United Estates Charge d’Affaires in Peking, in negotiating the agreement. The Government considers that Americans have now notified China, equally with Europe, of their intention to obtain a full share in the industrial and commercial development of China. President Taft is persuaded that China is about to enter on a period of great development, offering a unique opportunity for foreign investment. . » * *
