A Little Rock (Arkansas) message states a complete review of the State penal system has from the killing a week ago of a 22-year-old escaped woman convict by guards who overtook her at a farmhouse where she was aUegedly attempting to obtain an automobile at pistol point. The girl, who had a bad record, and five previous escape attempts, was said by the guards to have tried to shoot them on apprehension. Tt is disclosed, however, that under the present penal administration, which is only 18 months old, 19 convicts who tried to escape have been shot and killed. Two guards are now held, one on a first degree murder charge, and the other charged with being accessory before the fact
