Mr. Chamberlain Finalises Plans

USES FOR THE SURPLUS (British official WircleM > (Received April 16, 9.50 p.m.) Rugby, April 11. The Chancellor of the Exchequer, Mr. Neville Chamberlain, who will on Tuesday evening deliver his Budget speech to the House of Commons, will later broadcast an explanatory statement of its contents in the national programme. This marks a new and interesting departure in practice. Later in the week, while the Budget debate is continuing in the House, short talks, probably of a critical character, will be given on the subject by loaders of tho opposition parties, Major Attlee (Lab-our-and Sir Herbert Samuel (Liberal). A reply on behalf of the Government to these critics will be broadcast at the end of the week. Mr. Chamberlain spent the entire day completing his Budget speech, states a Press Association cable. His plans were communicate 1 to Cabinet and the Council on Monday evening. Meanwhile the public is speculating how the surplus in the Budget, which is described as the most cheerful of a decade, will be disposed of.
