That is that both Japan and Russia are planning the intensive manufacture of war munitions.” REFERENCE TO JAPAN U.S. Official’s Reply to AntiWar Delegation (Received January 30. 7.15 p.m.) 'Washington, January 29. The Speaker of the House of Representatives, Mr. H, T. Rainey, to-day received a delegation of anti-war advocates requesting the defeat of the Vinson Naval Bill, and the curtailment of appropriations for military reserves. Replying, Mr. Rainey expressed the .hope “that there would be no war between Japan and Russia this spring,” .but added: “The disbanding of outarmy and navy and the turning over of the Civilian Conservation Corps to civilian management would greatly encourage Japan in her moves toward Russia.” Mr. Rainey indicated that he will not defer consideration of the Vinson Bill, for which an early passage is expected.
