Sir Eric Phipps Summoned (British Official Wireless.) Rugby, December 14. Sir Eric Phipps, British Ambassador in Berlin, at the request of his Government has come to London for consultation and discussion on the disarmament question. He arrived this afternoon, and proceeded to the Foreign Office, where he had a long conversation with Sir John Simon. It will be recalled that Lord Tyrrell, the British Ambassador in Paris, a few days ago paid a short visit to London for a similar purpose.
