There are hopeful possibilities in the “survey of delayed development” being made by the Wellington branch of the National Reconstruction Association. It is apparent on every hand that enterprise has been frozen by business uncertainty. People are going to branch out in all sorts of directions “when times get better”: in the meantime they are staying their hand. This is understandable, bul unfortunate; for the general reluctance to venture along the ordinary paths of business growth is a major contributing factor to general slackness. Fear begets fear. When we succeed in overcoming out fear, it will seem that times are already better, and the consequent loosening of purse-strings will make them better still. Possibly the National Reconstruction Association has plans for thawing frozen enterprise; but whether or not that be so, it can perform a very useful service by collecting and sifting the information for which it is asking. And those from whom the information is being asked can help fay ready response.
