“PUBLIC Enemy, No. 1,” is the ■ designation given by a prominent American police official to the reckless driver who plunges along ruthlessly in his car, giving but little heed to the rights or safety of others. “This public enemy—the recldess, irresponsible automobile driver—of whom there are thousands at large to-day, has three killings on his record to every one by profesional and amateur murderers put together. He maims more victims tlian all the gunmen in the United States, and the loss of property which lie causes makes tiie loot of all our bank robbers look like the day’s work of a subway pick-pocket.”
