Arrests Cause Further Trouble

CLAIM TO ISLAND (Received November 1, 10.30 p.m.) Shanghai, November 1. The recent arrest of three Soviet citizens, including a soldier, while fishing on an island in tbe Amur River, has led to further protests and coun-ter-protests between Manchukuo and Soviet officials at Harbin. Manchukuo claims the island on which the arrest was effected, and claims that the? prisoners using it violated Manchukuo sovereignty.
