Trouble in Palestine STRIKE AT HAIFA (Received October 31, 7 p.m.) Jerusalem, October 30. Martial law has been proclaimed throughout Palestine. Port Jaffa is idle. Porters struck at Haifa, and a detachment of British troops has been dispatched. A steamer carrying 500 Jewish immigrants was w'arned back from Port Said, where permission to land was refused. Three of the Arabs who were wounded in the rioting htlve died. A deputation of veiled Moslem women waited on the High Commissioner demanding the release of Arab notables. It frould appear that the recent troubles largely originated in the mistaken belief among the Arab population that events in Germany had led to the admission to Palestine of a number of Jewish emigrants. The fact is that immigrants of all nationalities are controlled by the Palestine Government, particularly as regards those seeking employment, numbers of whom are regulated not by ftouditions in other countries, lint by capacity of Palestine profitably to absorb additional labour.
