Wasp Waists and Hobble Skirts Again Small waists, almost the “wasp” waists of ISSO, are coming back (states a London correspondent). The real “wasp” waist was only IS inches around, while most waists to-day average between 24 and 29 inches. The fashion of short jackets and belts is leading women to smaller waists, and reviving interest in the old silhouette. Another revival from the past is the hobble skirt. Then there is the “Homburg” hat, that oldtimer that looks somewhat like a man’s felt hat, with the brim dipping down at the front. It has been reintroduced for spring.
