Fall of Dictatorships Predicted RETURN TO DEMOCRACY Vancouver, October 10. The fall of the many dictatorships which now blazon the world and an eventual return to democracy, which, despite its defects, offers a chance for development as compared with the absolute finality of autocracy, was predicted by the Hon. W. Downie Stewart, in addressing the Canadian Club on Tuesday. “The British ideal,” he said, “is that self-government is better than good government, and that the most perfect mechanical organisation is far inferior to a society where men are allowed to develop their own individuality, and are taught the art of governing themselves and of accepting responsibility and maintaining independent vitality. A highly efficient dictatorship may make more immediate progress, but at the cost of all further development. It is significant that In all the dictatorships of Europe one of the greatest safeguards, the freedom of the Press, is gone.”
