The Bank of International Settlements at Basle, having agreed to waive its right under the Young Plan to veto amendments to the Reichsbank Act, the general council of the Reichsbank has now been abolished, leaving Dr. Schacht virtually financial dictator. The way is clear for him to raise the general level of prices of fixed interest and securities, the ultimate object of which is a loan conversion at a lower rate of interest.
