Council’s Aid in Creating Carnival Spirit GAY COLOUR IN STREETS In connection with the electric light illuminations of Wellington on the occasion of the Confidence Carnival In November, the City Council, through its tramway and electricity committee, has approved of plans submitted by the assistant general manager, Mr. George Lauchlan. ■ Mr. Lauchlan suggested as the City Council’s contribution to the carnival that festoons of coloured lights should be suspended at right angles to the footpaths from Vivian Street, down Cuba Street, along Manners Street, and down Willis Street to the junction of that street with Lambton Quay. Thence, if considered advisable, down Lambton Quay as far as Grey Street; also from Cuba Street along Courtenay Place, as far as the Taranaki Street intersection, and down Lower Cuba Street to the Town Hall. Then, as many of the functions will take place at the Town Hall, Mr, Lauchlan’s approved scheme is to outline the portico in coloured electric lights. A further concession by the City Council, on the suggestion of Mr, Lauchlan, is to supply free electrical power to any business people who are prepared to go in for illuminations. This offer extends to the Government.

Still another proposal concerning the acquatic carnival to bp held in Orlen tai Bay is one of special interest on account of its picturesque possibilities. This Is to festoon the whole of the sweep,of the bay with coloured streamers of electric lights suspended between the sea wall lamp standards. This proposal has still to receive the sanction of the City Council. It is estimated that what has been already approved will cost the City Council about £2OO in material, lamps, and fixing, without considering the power cost
