Commisioners Administration in Napier

MEN WHO SUPERVISE BIG TASK

Until May of this year Napier will continue to be under the control of, and administered by, two men. These are the Commissioners, Messrs. J. S. Barton, S.M., and L. B. Campbell, in whom are vested the powers normally held by a city or borough council. They have held office since March, 1931, Mr. Barton being in charge of the administrative side of the work, and Mr. Campbell, who is a Public Works Department engineer, devoting himself principally to the host of technical problems associated with the reconstruction of the town. Civic control on the precise lines instituted in Napier since the earthquake is rare, if not unique, in New Zealand. The nearest parallel that comes readily to mind is that of the town manager system followed successfully by some centres in the United States. Even in those cases, however, the authority of the town manager is by no means as absolute as in the chief centre of Hawke’s Bay, where Messrs. Barton and Campbell, with the voluntary assistance of leading citizens, have complete powers and are answerable only to the Government. .
