Manoeuvres in Japan Tokio, Nov. 11. The autumn manoeuvres have begun in the Osaka district after elaborate preparations on twice the scale of previous post-war exercises. During the preliminaries there was a thorough combingout of bad characters and dangerous thinkers within a radius of twenty-five miles of Osaka.
