Severe denunciation of the Lytton Commission’s report on Manchuria is made by fifteen members of the Central Executive Council in a circu- , lar telegram addressed to the nation. The telegram announces that the commission’s suggestions for the demilitarisation of Manchuria, the establishment of a special autonomous regime, the summoning of a proposed advisory conference and the recognition of Japan’s rights and interests in Manchuria are incompatible with China’s sovereignty and territorial and administrative integrity. “It will be suicidal for China to place further reliance on the League of Nations, which has fully exposed its Impotence to uphold justice,” the message adds. “The only effective means of saving the present situation is armed resistance, while public opinion calls for a military expedition to recover the lost Manchurian territory.” REIGN OF TERROR Fighting in East Shantung Pekin, Oct. 10. East Shantung, where the rival generals, Han Fu-chu and Liu Chen-nien, are struggling for control, is subjected to a reign of terror, according to dispatches from Chefoo, bo which thousands of refugees are flocking. Numerous villages in the hinterland have been sacked and burned by the soldiery of both sides.
