GERMAN CABINET
Reconstruction in Hand CENTRE PARTY’S VIEWS Catholic-Nazi Coalition HITLER SEES PRESIDENT By Telegraph—Press Assn. —Conyrii-ht (Rec. August 12, 8.50 p.m.) Berlin, August 12. The Chancellor, Dr. vor Papen, conferred to-day with the Centre Party leaders, who are believed to have insisted on the formation of a Cabinet on a Parliamentary basis with the inclusion of Nazi leaders as fully responsible partners. The Catholics are ready to join a coalition with the Nazis provided that the latter pledge themselves to observe the constitution and to respect the Parliamentary form of Government. A coalition of Catholics and Hitlerites could command a majority in the Reichstag. In the meantime the Cabinet has issued a statement that the President adheres to the idea of a Government independent of party. Herr Hitler will see the President to-day. President Hindenburg attended a commemoration of the Weimar constitution, at which was outlined a programme including the establishment of an Upper House or Senate and the substitution of electoral constituencies for the present party list system and raising the voting age, which at present is twenty. The reforms are designed to conduce to closer relationship between the Reich and Prussia.
