NO NEGOTIATIONS
German Government Firm i Berlin, August 2. The Government will not negotiate for a coalition in the Reichstag. Parties wishing to share responsibility must approach the Cabinet. Dr von Papen declares that the Nazis must co-operate in the reconstruction of Germany He establishing an Upper House, and emphasises the need for electoral reform. He adds that Germany at present is too busily occupied to discuss the question of Monarchy v. Republic. Several shootirg affrays are reported, but generally the situation is quieter.
