OVER-PAID RATES
Onus on Property-owner COTTAGE AND SHOP “He overpaid £B3 on water rates, and when he tried to get a refund he could get no satisfaction,' I understand,” said Councillor XV. Appleton at Thursday evening’s meeting of the City Council, referring to a case concerning rates paid by an owner on a property worth £20,000. The town clerk, Mr. E. P. Norman, said that the error was not one of the council’s. The onus was on a ratepayer to see that the demand made of him was in order before he paid it. The corporation had no power to refund rates overpaid. Councillor Appleton said he understood the property was mainly a shop one, but it had one small cottage on it. The owner had been assessed on the water rate for the whole property: that, Councillor Appleton thought, was unfair. The Mayor, Sir. T. C. A. Hislop, said properties were rated on their description on the valuation roll. If there was any alteration in the use of a property the owner should notify the Kates Department.. On Councillor Appleton’s suggestion, the question was referred to the finance committee.
