Position of Accident Fund
PRESENT FEE RETAINED
The accident fund of the New Zealand Racing Conference was discussed at some length at the annual meeting on Thursday. The first reference came in the annual report of the president, who said that as one of three general trustees of the fund he felt it his duty to give them some Interesting information in regard to that fund. During the twenty-eight years the fund had been in operation the accident claims paid amount to £77,827/0/10, and the accident fees received, £60,980/9/6. Owners paid £1 for each horse raced by them up to the year 1917, when the accident fee was reduced to 10/-. In 1922 the claims paid totalled £0379/15/10. In 1923 the fee was again made £l, and In 1920, when the claims paid totalled £0034/18/4 it was found necessary to Increase it to 30/- in order to stabilise the fund. Since 1920 the accident claims paid average a yearly sum of £4515/3/-. This year claims paid amounted to £5434/3/9, and the estimated outstanding claims were £825/1/3. Every owner who paid a fee of 30/- a horse each season was relieved of his liability under the Workers’ Compensation Act for the payment of compensation arising out of accidents caused by such horse, or any other horse in training owned by him, to the trainer, jockey, or stableman attending the horse. In order to obtain similar cover from an insurance company the owner would have to pay premiums on the following basis: —Trainers and stablehands, £4 per centum per annum (no riding in races); jockeys and apprentice jockeys race, riding risk, £7/10/- per centum per annum. Consequently a cover of £lOOO on a trainer would cost £4O. and similar cover on a Jockey would cost £75. Under the accident fund the owner obtained such cover for 30/ —surely a reasonable charge. Later in the proceedings the Southland Racing Club proposed a remit to reduce the fee from 30/- to 20/-. Mr. W. T. Hazlett referred to the Increasing cost of racing to ownera which was forcing many out of the game. In his opinion the present was the time to give relief; £1 was quite ample. Mr. Russell (Wanganui) seconded the motion. ' The president said he hoped there would be no reduction, pointing out the possibility of a sudden call on the fund. After some discussion the voting showed a sharp diversion of opinion, but the proposal was lost.

Prospects at the time of writing are better than on the previous two days, as there has been a drying wind and sun for 1 two days and with harrowing and rolling the track is much improved. ' In all probability, however, it will still be soft and the going dead. The i improvement may affect the form just as the rain between Saturday and 1 Wednesday undoubtedly did in certain cases. : Several trainers left for home after the second day, so that fields i for to-morrow have thinned out a lot, but there is still material left for a good day’s racing. , 1 The following tabloid review of the contestants may assist backers ■ in their problems :— 11.33 p.m.—TALAVERA HACK HURDLES, of 165 sovs. One mile and a half. Landmark .. 10 13 —Foil first day- Won Wednesday over extra quarter-mile. Up Hlb. Will find it harder, but should go well. Callamart .10 1 —So far has not acted up to expectations at meeting. Moderate third Wednesday. Meets Landmark 101 b better. Has chance. Koya! Mint . 9 11 —Two seconds at meeting. Provided nt>t affected by two races should go well again. Up 51b on Wednesday’s weight. Callapat ..9 6 —ln picture all way first day: finished fourth. Has had week's rest. Improved going will help, and should run well. Unoco 9 5 —Looked very unlucky first day, but well beaten on Wednesday. Still, ground may have been responsible, and cannot be discarded. Pat’s Bor .. 9 0 —On his showings over fences so far, no chance. Landmark has plenty of weight, and the likely pair may be Royal Mint and Callapat. 12.12 p.m.—NOVICE HANDICAP, of 200 sovs. Six furlongs. Thrasher . 9 5 —Won Masterton, beating Actaeon, but little improvement since. Zeebrugge ... 9 5 —Third Trial Plate, Wednesday. Previous form good. Improved going will help. Good chance. King Thomond 9 2 —Presh horse: no racing. Half-brother to Miss de Vai, Trentham Rose, Beaumont. Has reputation being very speedy. Azure 9 0 —Showed early speed, hack sprint, first dav. Would have to improve. Gold Pit .... 9 0. —Showed speed early. Triale Plate, Wednesday, finished well back. Big improvement needed. Flower .... 9 0 —Fair form. Seventh, Trial Plate. Would have to improve beat , Zeebrugge, for one. Actaeon ... 9 0 —Fresh Iforse. Third in only start so far, Masterton, May. Good sort; will go well. ..9 0 —Promising galloper. Third. Tradesman and Royal Routine, Taranaki. Boxing Day, only placing. May need race or two yet, but is fancied. Zeebrugge is the form horse, but Actaeon will go well. 12.51 p.m.—CROFTON HACK HANDICAP, of 200 sovs. Seven furlongs. Water Power 10 3 —Very consistent. Second and first at meeting so far. 101 b more than when third at seveu furlongs, Wednesday. Should go well again. Seneschal . 10 I—An1 —An Improver. Fourth on Wednesday to Sharp Thorn; meets Water Power 121 b better. Very likely. Adveutus .. 910 —Fifth and sixth so far at meeting. Consistent, but may not be quite up. Air Laddie .. 9 10 —Fourth in Highweight, Wednesday. Good race nt Hastings. Meets Adventus fllb better. Sure to improve and run well. Martian Chief 9 8 —Showing form at meeting, so worth following. Won Saturday, fifth Wednesday. Very likely. Wee Prince . 9 7 —Fair form. Seventh Wednesday. Will need improve. The Sun .... 9 5 —No form Saturday. Got left Wednesday. Chance on form and work previous meeting. Wild Country 9 2 —Third Saturday, second Wednesday.. Apparently improving. Meets Water Power 61b better. Moderate chance. Arrowzone .. 9 2 —Second Saturday, well back Wednesday. -Chance it he went right. Kissless ... 9 0 —Has been well supported twice at meeting, but form moderate and will have to Improve. Retract .... 9 O —Fresh horse. Eight races this season; all unplaced. Last start Otaki. Peep 9 0 —Moderate form. No showing Wednesday. Backers may prefer the chances of Seneschal and Air Laddie. 1.33 p.m.—WINTER HURDLES, of 750 sovs. Two miles and a quarter. Carinthia ... 11 4 —Last year's winner. Third, Great Northern Hurdles; unplaced second day. Seventh, Trentham Hurdles; ninth In Highweight. Will need iipprove, but too good to discard. Prince Lu ... 10 11 —Won Great Northern and Reinuera Hurdles. Well beaten Saturday in Trentham Hurdles; ran fair race Highweight. . Must have a chance. f ■ Red Fuchsia 10 8 —Has mixed steeplechasing and hurdling recently without success. Reported lame after Wellington Steeples. In best form would be hard, but will need improvement. Amorist .... 10 3 —Last all way Trentham Hurdles, but got off badly and this is not his form. May not be seasoned enough for full distance. Nukumal . . 10 1 — mu eh hurdling lately. Unplaced Great Northern Hurdles. Ran good race Century Hurdles, Wanganui, second to Conjurer IL Is on down-grade, but at weight should run good race. High Pitch . 9 12 —Won Campbell Hurdles, two miles. Auckland; also minor events. Last hurdle start carried 11.11 and won. Raced on flat first two days. Fourth Whyte Handicap; fifth Parliamentary. Looks like being very hard. Goshawk .... 9 9 —Malden hurdler. Hardly likely even if started. Full Mark .. 9 6 —Second to Singleton, Trentham Hurdles. Has rested since. , Meets Singleton 21b better. Seasoned with good record, and stays, and. very possible lightweight. Memho 9 3 —Consistent hurdling form in south. Fourth, Trentham Hurdles, from long way back. Meets Singleton 311> better. Fifth in Highweight. Another likely lightweight. Singleton ... 9 2 ~Scored impressive win Trentham Hurdles, after previous good showings Auckland. Has improved. Sure to run well. Tunbridge .. 9 0 —lmprover who won well in hack company first dav after previous consistent form. Should run good race. Wako King ..9 0 —Second, Great Northern Steeples: took on good company on flat, Wednesday, and unsighted. No recent hurdling form and does not look likely. Apncbe 9 0 —Had pood form prior to failure Wednesday, but track conditions may have beaten him. In best form would have a good lightweight chance. Ke7P i 9 Q —Recent form all over steeplechase fences. Was good hurdler three years back. Would have chance in best form. This race is a hard ono for unseasoned hurdlers. High Pitch and Singleton look certain to run well, but I prefer the chances of Full Mark and Carinthia. 2.13 p.m.—WINTER OATS HANDICAP, of -100 sovs. One mile. Town Major 10 8 —Romped home Parliamentary llandfcap, ’Wednesday; third. ■Whyte Handicap, first day. Going undoubtedly helped him Wednesday. Is up 101 b. Will And it harder, but still dangerous. Teri 9 9 —Fresh horse. No racing in New Zealand this season. Good • miler in his best form. Ephlaltes . 9 9 —Certain of favouritism with Gray up. Good form at meeting. Third in Parliamentary Handicap. Is up 31b, meeting Town Major 71b better.' If racing hasn't knocked him, sure to be hard. Little Doubt 9 5 —Slow beginnings each first two days to finish on. Will need Improve and possibly is feeling effects hard races. Red Boa .... 9 5 —Unplaced Whyte Handicap, first day, but showed big improvement Wednesday, to finisli third over seven furlongs to Kahikatoa. Nearly second in fact. Down 21b and that form is good. Briar Root ..9 0 —Fresh horse; second, Great Charter, Napier, seven furlongs, Juno 27. Fourth last start Manifesto, Kahikatoa, Hastings, July 4, finishing on. An undoubted chance. Topete .... 9 o—Two0 —Two good races at meeting. Fifth, Whyte Handicap; fourth. Parliamentary Handicap. Looked very likely at a mile in Parliamentary. Should on form be well in picture. Royal Game 9 0 —Finished on well at end six furlongs first day, from long way back. His form is good, and ou improved going might be hard. It is a small field, but backers may find it hard to pick all’the same. The. three nine-stoners cannot be treated lightly, but Ephiaitcs and Red Boa should go well. 2.52 p.m.—JULY STEEPLECHASE, of 500 sovs. About three miles. West Dome 10- 7 —Won two hack steeples at meeting. Had very hard race Wednesday, but it not knocked will be on hand again. Lucess .... 10 1 —Running ou at end Wellington Steeples, but will need improvement. Omeo 10 1 —Fresh horse. At bis best a good prospect. No racing since May. Still, might go well. Paris 10 1 —Won Wellington Steeples all way. Rested siuce. Is up 151 b, but it does not look like stopping him. T u ki 9 ip —Fourth, .Wellington Steeples, but long way back. Meets Paris 161 b better. Such good jumper-slayer always has chance. 'St. Warrlgal 9 8 —Prominent early Wellington Steeples, but finished 'well back. Cannot be discarded, but will have to improve. Spalpiko .. 9 S —St. Warrigal’s remarks apply to him. I Fabriano ... 9 8 —Han like a back number In Wellington Steeples, but might improve. Necessary improvement, however, will dumbfound backers. Dark Prince . 9 7 —Won Greenlane Steeples. Ellerslie and at Taumarunui mooting ; (Ellerslie); fell early Wellington Steeples. Lightweight chance if ho stands up. Mala 9 2 — Always well back, Wellington Steeples; will have to Improve. Copev :: 9 2 —H ns shown good, consistent form. Looked dangerous at three miles in Wellington Steeples, in which third. Meets Paris ’ 131 b bettor. Must have a chance. Tunamoe ... 9 0 — Consistent form in south. Fell in Wellington Steeples. Will have to improve. Pangolin .... 9 0 —Ban greatly-improved race Wednesday, though West Dome mi-pts' him 21b better. Still, Pangolin lias a chance if lie goes right. On form backers cannot go past Paris and West Dome, but old Tuki might be hard. 3.33 p.m.—ONSLOW HANDICAP, of 200 sovs. Six furlongs. Royal Saxon 10 4 —Has run two fair races al meeting, but will have to improve. He is, however, a good last-day horse at Trentham, and bis previous form is good. Inevitable ... 10 4 —Prince Vai is out and Inevitable Is the form horse. Is up 411) t for second. Should go well. ( Mauawhenua 10 3 —Failed first day after prominent early. Form says he should be- s dangerous. Meets Inevitable till) better. Fitzqucx ... 913 —la front to straight first day, finished I bird. Fifth over seveu , furlongs, Wednesday; well up all way. Meets Inevitable K 51b better and should improve more. j Mauitesto ... 9 9 —Fresh liorse: showed big improvement in form. Napier-Hastings, where placed all four starts.
