The action of the Wellington Ratepayers’ Association in promoting a petition against the further raising of loans without the consent of the ratepayers is bci,ig freely discussed in the city. fl’lie Citv Council has discussed the matter of the western access poll behind closed doors, and has forwarded a communication to the association, as the promoter of the petition. That letter will be discussed at a special meeting of the executive committee of the association this morning as a prelude to a “conversation” with the finance committee of the City Council this afternoon.
