Business men in the district are Rcnerallv appreciative of the board s difficulties in undertaking such a lar .S e work at short notice. One man, while appreciating these difficulties, said it■ was perhaps to be regretted that the No. 2 scheme money was largely being spent in work unlikely to be reproductive to any great extent, ?nd added that he was under the impression that members of the board, perhaps unavoidably, .had been hampered by too much personal attention to individual cases of relief. He appreciated what they had done as an emergency measure, however.
