Palmerston Celebrates CARNIVAL DAY Dominion Special Service. Palmerston North, November 19. Though the weather for the first two days of the celebrations appropriately to commemorate the elevation of Palmerston North from borough to the status of the sixth city of the Dominion, and the New Zealand and Empire Industries week, which is being held in conjunction, were ideal spring days, rain, unfortunately, set in last night, and during the night and this morning heavy showers fell intermittently. The weather conditions, however, did not dampen the enthusiasm of those participating in the festivities, and a spirit of gaiety and convivality prevailed iu the city throughout tho day. The city presented a picturesque scene this morning with its gaily-decorated shops and festooned streets, offset by the green of tho garden shrubbery. Strings ofbunting were suspended across the streets of the Square, and those on the route to the showgrounds, while flags were flying from almost every building. Shortly after 1.30 a lengthy procession of decorated motor vehicles, trade, commercial and industrial exhibits, lire brigades of yesterday and to-day, horses and humorous and fancy costumed participants participants moved off from near the Opera House in Church Street, and, after circling the Square, headed for the Showground. Here a programme of athletic and sports events, including a game of motor-cycle football by members of the Manawatu Motor-cycle Club, held the interest of thp several thousand spectators who braved a strong westerly wind and scattered showers. Proclamation Read. After reading, the proclamation, given under the hand of his Excellency the Gover-nor-General, Lord Bledisloe, decreeing the Borough of Palmerston North to be a city as from August 1, 1930, the mayor of the city, Mr. A. J.. ■ Graham, addressed the gathering. - r Many congratulatory telegrams, Including one from a Palmerston North old boy in Geneva, were received by Mr. Graham.
