“The histery of religion in RugSia is unfortunately full of records of persecution. Persecution has never, in one way or another, been absent from Russian religious life, and the revolutionary mentality which generations of Oppression have created has all the characteristics of narrowness and violence of purpose. “We have recognised Russia diplomatically because ’we believe that that is for the general good, however intricate and troublesome the immediate problems may be. To outlaw a country is not to make it amenable to .world opinion, but the ’ opposite. The only question is, what are the facts and whdt are Our opportunities, and how can they best be used? It would be the easiest thing in the World to act in such a way as would add to the inflictions which Christians in Russia may have to endure. That we shall avoid whatever the agitation may be.” —The British Prime Minister (Mr. J. Ramsay MacDonald).
