SWISS GOVERNMENT’S CHARTER IMMUNITY FROM CONTROL AND TAXATION Berlin, November 15. Under the charter of the Bank of International Settlements, which will have its headquarters at Basle, the Swiss Government agrees not to repeal or amend the charter, except by agreement with the organising Powers. The bank will be exempt from taxation and stamp duties and immune from control or confiscation in peace time and war time, and immune from restriction on gold export. BELGIUM SIGNS STATUTE WITH A RESERVATION (Rec. November 17, 11.30 p.m.) Brussels, November 17. Belgium has signed the Young Bank statute, with a reservation on account of the choice of Basle as the headquarters instead of Brussels.
