It is assumed, therefore, that the German official attitude towards reparations is not changed. Official opinion Is that there is little hope of an eleventh-hour agreement, but the public expects Dr. Schacht to return to Paris with a reparations offer which will be more satisfactory to the Allies, and which will at any rate permit of the reopening of negotiations.
