Paraguay, having asked for inquiry, and accepted peaceful procedure, is not the aggressor.” La Paz (Bolivia), December 18 Bolivia has accepted the offices of the Pan-American Conference for an investigation of the frontier conflict. BOLIVIAN LEGATION’S CONTRADICTION (“Times” Cables.) (Rec. December 19, 10 p.m.) Loudon, December 18. “The Times” Paris correspondent states that the Bolivian Legation has issued a statement contradicting the Paraguayan account of the opening of hostilities. The Bolivian Foreign Minister notifies M. Briand that the commanders of military posts have been instructed to confine themselves purely to defensive measures. He declares that Paraguay has ordered the mobilisation of all classes from 18 to 28 years. The Paraguayan Foreign Minister denies that Paraguayan detachments attacked Bolivian outnosts, and asserts that Bolivia invaded Paraguay without declaring war. NEW USE FOR WIRELESS TELEPHONY (Rec. December 19, 11.30 p.m.) Paris, December 19. For the first time in the history of the newest and most rapid means of communication, wireless telephony has been used in efforts to settle differences between nations. M. Berthelot, under instructions from M. Briand, spoke for some time to M. Clinchant, the French Ambassador at Beunos Aires, learning the latest information in connection with the Bolivian and Paraguayan dispute, and transmitting M. Briand’s final instructions from Paris.
