IS THOROUGHFARE A PUBLIC STREET? Dominion Special Service. Dunedin, December 4. Some months ago the company which owns the Royal Arcade thoroughfare connecting High Street and Maclaggan Street erected gates at either end which are closed at stated times as an indication that the Arcade is not a public street. The City Council, however, has taken an opposite view of the matter, and evidence is now being collected to endeavour to establish the public’s right of user. A test case will probably be heard at the February sittings of the Supreme Court.
