TENTH ANNIVERSARY OF INDEPENDENCE (British Oflicial Wireless.) Rugby, November 19. On the occasion of the tenth anniversary of Latvian Independence, Lord Cushendun, Acting-Foreign Secretary, has telegraphed to M. Balodis, Minister of Foreign Affairs at Riga, the sincere congratulations of the British Government on the progress achieved by Latvia, with best wishes for its increasing prosperity and peaceful development.
