Had he been a “wet” he could have side-tracked the Bill last year and again this year. That was not his attitude. He had a genuine desire to bring about reforms in the licensing laws, and he would like to see the Bill go to the Upper House so that the question could be dealt with. He could not vote for the third reading because the Bill differed iu material and important principles from the one he introduced. If he supported it now be would be accused of mating a volte face in the course of a few hours.
