In the House of Itepresentalives at an early hour this morning, Mr. Wilford moved for the reinstatement in tile ballot-paper of the Slate central issue, the amendment being rejected by 51 votes to 22. The clause in the Bill providing for a two-issue ballot paper was retained. By -10 voles to 30 the Committee substituted a bare majority in place of a 55 per cent, majority for determination of llie issue.
