By a law which has just been brought into force, the Norwegian Government has embarked on the task of protecting herring under one vear old along many hundreds of miles of coast line. The cries of sea-birds especially seagulls, are very valuable as fog signals. The birds cluster on the cliffs, and their cries warn boatmen that they are near the land.
