Tho Council proposes to pledge a special rate of eight two hundred and fiftieths of a penny (8-250 d. in the pound on the rateable value (on the basis of the unimproved value) of all rateable property within the City of Wellington as security for the said Loan of £26,875 and the interest and sinking fund thereon. In connection .with the repayment of tho said Loan, it is proposeci to establish a sinking .fund of one per centum per annum on the amount raised. It is ’proposed that tho above Special Loan shall be repayable at the expiration of a period of 36 years computed from the Ist day of March, 1928 , It is not proposed to pay out of the Special Loan the cost of raising the Loan or the interest or sinking fund for tho first year.
