RAKOVSKY RECALLED SUGGESTED SUCCESSOR Paris, October 13. The Soviet is recalling its Ambassador, M. Rakovsky, and suggesting as successor M. Dougalovski, at present Soviet Ambassador in Tokio.—A.P.A. and “Sun.” . (Rec. October 14, 5.5 p.m.) Moscow, October 14. The full text of the Soviet reply to France declares that while the Union does not deny France’s right to demand the recall of a representative of a foreign State, it considers that such a demand should be- well founded, especially when referring to an Ambassador .who for two years has most successfully conducted negotiations in the interests of both States. The Soviet Union Government disagrees with the arguments. . M. Dougalovski was an electrical engineer, and was deported to Siberia on account of politics, but escaped in 1908.
