COALITION POSSIBLE TO WREST CONTROL FROM AMERICANS Washington, October 6. The first committee meeting of the Board of Officers of the International Radio Conference named Dlr. Brown vice-chairman of the Committee on Tariffs in the World Court. Count Giuseppe Gneme, the Italian delegate, was appointed chairman. Other Britishers given committee appointments were Dlr. A. J. Johnston (Canada), vice-chairman of the Convention Committee, and Dlr. T. Purves (Britain), chairman of the General Regulations Committee. Judging by conversations among delegates, there seems a possibility of a coalition of British, French, and German delegates to wrest control of the conference from the now largely dominant United States delegation. The British are understood to prefer the postponement until the 1930 Brussels Conference of consideration of the so-called Cortina report, which an international committee has advocated for the reduction and standardisation of all code words to five letters Britain believes that the present word limit should remain, but Dlr. Hoover has moved that a special section of delegates should determine whether the conference should act on the Cortina report. Therefore Britain is believed to be preparing a counter-proposal, by which she will support certain French and German proposals in return for their help with the . Cortina.
