STATEMENT BY MR. MELLON. Washington, March 17. Mr. A. W. Mellon, Secretary to U.S. Treasury, replying to the Princeton war debt statement, denied that payments by the Allies would impose a tax burden upon them. The reopening of the settlements, he said, would cause discord and confusion.
