WAR DEBTS TO AMERICA
STATEMENT BY MR. MELLON. Washington, March 17. Mr. A. W. Mellon, Secretary to U.S. Treasury, replying to the Princeton war debt statement, denied that payments by the Allies would impose a tax burden upon them. The reopening of the settlements, he said, would cause discord and confusion. He concluded by saying that if the amounts of the settlements were reduced with a proportionate reduction of German reparations, the burden would be transferred to the American taxpayer*
