ADDRESS BY COUNCILLOR TROUP.

The monthly meeting of tho Island Bay Municipal Electors’ Association was held last night, when an address was given by Councillor G. A. Troup. In speaking of civic administration. Mr. Troup said that a municipal authority must act constitutionally in carrying out its duties. Much unnecessary expense had been caused by unconstitutional actions in connection with the Northland tunnel and Kent Terrace reserve. The winter show site was also inferred to. Proclamations. wherever necessary, should first be obtained in all eases before works were undertaken. The citizens should be taken into the confidence of the council, and their helpful criticism should be enlisted. He suggested that district associations of ratepayers and electors should be consulted before works were undertaken in the suburban areas.
