The impending arrival of delegates is focusing attention on the Imperial Conference, which will be held in the Cabinet room, Downing Street.

Broadly, the agenda is the same as announced in the House of Commons in July, but the order of business has not yet been arranged. Sir Francis Bell will be associated with Mr. Coates, the Prime Minister of New Zealand. Other notable delegates will be Mr. Bruce (Prime Minister.of Australia), General Hertzog (Prime Minister of South Africa), and the Irish Free State representatives, Messrs. Cosgrave, O’Higgins, Fitzgerald aitd McGilligan, but Mr. Cosgrave is not likely to remain after the opening.

WARNING FROM FREE TRADE CONGRESS NO MATERIAL CHANGE IN SYSTEM London, September 29. Lord Stanley of Alderley, presiding at the National Fsse Trade Congress at Manchester, said: “We want to make it clear to the Dominion Premiers, who will shortly be our guests, that Britain is determined that the system under which it has prospered will not be materially changed.”

NEWSPAPER POSTAGE

UNIFORM PENNY RATE SUGGESTED

(Rec. September 30, 8.20 p.m.) London, September 29. The Hon. W. H. Triggs, New Zealand Legislative Councillor, in a letter to “The'Times,”. suggests that the Imperial Conference should consider the question of reducing the newspaper postage to a uniform rate of a penny, irrespective of weight. He says this would be beneficial, not only to British trade, but would offer the best means of spreading a wider knowledge of the Empire and strengthening the common ties of sympathy and affection.—“l he Times.” '
