The nucleus of the movement would be a so-called Committee of National Propaganda, presided over by one of France’s heroes, whose name is synonymous with victory. The committee would be non-political and non-party, and would appeal throughout the country for voluntary subscriptions. “Le Journal” says that the financial ball will be set rolling by the Government members themselves. Every penny of the proceeds will be devoted to paying off the debt as early as possible.—Reuter.
