DISARMAMENT
LEAGUE’S PRELIMINARY CONFERENCE
UNITED STATES LIKELY TO PARTICIPATE
OBSTACLES OVERCOME
The preliminary disarmament conference to be called by the League of Nations is likely to be participated in by the United States, though it will be stipulated that that country will not join any security pact the conference may arrange.

The “New York Times” Washington correspondent states that the obstacles to the United States’ official participation in the League of Nations’ preliminary disarmament conference have apparently been overcome. It is learned that ’the Minister to Switzerland (Mr. Gibson) will represent the United S'ates at Geneva in February. A conference between President Coolidge and Senators Borah, Lenroot and Moses cleared the way to a decision.
It is learned that an agreement between the President and Senator Borah provides for participation under the following conditions:— That the United States does not join any security pacts arranged at the conference. That the decisions reached at the conference shall be en-
forced by the League of Nations, leaving each Government bound only by agreements made at the conference. That no agreement shall provide for a reduction of the United States land armament.
It is also ascertained that the outcome of a preliminary conference to determine American participation in further armament conferences, to be arranged, was that there was no agree-ment.—Aus.-N.Z. Cable Assn.
