DIFFERENCES AS TO DATES BETWEEN THE FRENCH DELEGATES AND GERMANS LONDON CIRCLES LESS OPTIMISTIC The optimistic feeling in London regarding an early termination of the Reparations Conference has given place to diffidence owing to differences between the French delegates and the Germans as to the date of the complete military evacuation of the Ruhr. The “Daily Telegraph” says Mon. day’s optimistic' feeling regarding an early termination of the London Conference gave place to diffidence today owing to a series of minor FrancoGerman differences. The latest reports suggest that the Germans are demanding the complete military evacuation of the Ruhr on January 10. The French offer August 15. It is believed that eventually April 15 will be ac-cepted.—Asus.-N.Z. Cable Assn. BERLIN NOT HOPEFUL Berlin, August 12. The optimism expressed in London as regards the unsettled ouestion of the conference is not shared here. The prospects of unity over the Ruhr evacuation in particular is regarded as not hopeful, and it is. not believed that the Gorman delegation will consent to the postponement of the evacuation for another year.—Reuter.

FRANCO-GERMAN COMMERCIAL TREATIES PRELIMINARIES AGREED TO (Rec. August 14, 1.5 a.m.) London, August 13. The “Daily Mail” states that M. Clementel and Dr. Luther, the French and German Finance Ministers, had a conference in London and agreed on definite preliminaries to a Franco-Ger-man commercial treaty commencing on October 1. Experts have been summoned to draw up details. —Sydney “Sun” Cables. QUESTION OF THE WAR DEBTS SHOULD NOT BE INVOLVED IN REPARATIONS . PRESIDENT COOLIDGE CONSIDERS (Rec. August 13, 10.40 p.m.) Washington, August 12. President Coolidge is much encouraged by the progress at the interAllied Conference in London of the Dawes plan, but he considers it unfair that the question of the war debts of the Allies should become involved in a measure at this time with the reparations problem. So far as the debts owed to the United States by the Allies were concerned, President Coolidge adhered to the view of the Administration that he is powerless to consider any new proposals on that subject, since Congress has laid down specifically the terms on which all war debts settlements must bo made. — Reuter.
