August 13, 10.40 p.m.) Washington, August 12. President Coolidge is much encouraged by the progress at the interAllied Conference in London of the Dawes plan, but he considers it unfair that the question of the war debts of the Allies should become involved in a measure at this time with the reparations problem. So far as the debts owed to the United States by the Allies were concerned, President Coolidge adhered to the view of the Administration that he is powerless to consider any new proposals on that subject, since Congress has laid down specifically the terms on which all war debts settlements must bo made. — Reuter.
