THE FALLING-OFF DURING TH 18 WAR. Paris, April 27. M. Poincare, at a banquet, pointed out that the number of young men. and women reaching the age of 20 between the years 1935 and 1940 would diminish in proportion to the fall of the birth rate during the war years. This means that France will be confronted with industrial, agricultural, ulndi military anxi/itiws.
