1 MORATORIUM AND FINANCE The Japanese Admiral in bis speech at the Rotary Cluboon Thursday gave some interesting particulars of the Government’s actions and intentions in the work of rebuilding the cities destroyed by the recent earthquake. “A moratorium ims declared for a period of a month,” ho said. I By this action the finances, of Eastern Japan were given a stability that they might not have enjoyed otherwise. Tht Government helped the banks to the extent of £10,000,000, which was to be spent in assisting business people in reconstruction and the of loss- through the earthquake . Estimates were passed by tho Japanese Parliament, appropriating .£‘50,000,000 for the general work of reconstructing the country.”
