d Six' RECENT ATTACKS ON AMERICANS Otoe. January 20, 5.5 p.m.) Peking, January 18. Mr.. Sohurman. addressing tho American Association, cited six recent attacks upon American missionaries. Ho hinted that if the Peking Government was unable to protect the rights of foreigners, the Powers involved hvould be obliged to act. Mr. Schurman said tho United States attitude towards China was friendly, but it was not. imcompatible with friendliness to insist that Peking should fulfil the treaty obligations to protect. American lives and property. He said he was impressed by the apparent general disintegration of China, which now consisted of six divergent Governments, not only independent of Peking, but distinct from each other. Mr. .Sohurman mentioned Chekiang’s imposition of a surtax on foreign cigarettes, which was an unlawful, impost. He also hinted that foreign flotillas may be necessary there, as at Canton.
