He said he was impressed by the apparent general disintegration of China, which now consisted of six divergent Governments, not only independent of Peking, but distinct from each other. Mr. .Sohurman mentioned Chekiang’s imposition of a surtax on foreign cigarettes, which was an unlawful, impost. He also hinted that foreign flotillas may be necessary there, as at Canton.
