RADICAL VICTORY IN U.S. CONGRESS LONG DEADLOCK BROKEN By Telegraph—Press Association. Copyright. (Rec. January 10, 7.20 p.m.) Washington, January 9. A deadlock in the Senate over the election of tho chairman of the important Interstate Commerce Committee, which has been holding up all business for five weks, was broken when Senator Smith (Democratic, South Carolina) was chosen for that post, so placing upon the Democrats all responsibility for railway legislation despite the fact that Congress is ostensibly controlled by the Republicans. Senator Smith is the first Democratic chairman of a Congressional committee since 1920, and his election represents a victory for the Radical group beaded by Senator La Follette, who successfully opposed the re-election of Senator Cummings. The Radicals have demonstrated that in the present session of Congress at least thev wield the balance of power, being able to destroy or indefinitely block any measure they oppose and by a system of barter to secure the passage of legislation which could never secure a majority under the free play of forces. —Aus.-N.Z.
