REFEREES (ASSOCIATION “IMPROVING THE REFEREE.” The weekly meeting of the Rugby Referees’ Association was held in the Y M C.A. rooms last evening, Mr. A. Neilson (president) presiding over an attendance of about, forty members. Mr. Kirkwood was unanimously elected a member of the association, and Messrs. A. Wakeford and H. Wright were proposed for membership. A vote of sympathy with Mr. R. G. Cooke in his serious illness was passed, and it was decided to express this sympathy in a tangible form. Mr. A. C. Kitto read a paper on “Improving the Referee.” He suggested that members should take every opportunity of . discussing points _ among themselves in addition to reading the rule book. Another point was that referees must learn to control the players, and to do that they must have confidence. Arging with players was one of the worst things in destroying the confidence of the players. Decisions should be promptly given, and. once given, the referee should hold to them. With the advantage rule referees had a second or two to think, and they should use this to prevent hasty decisions. Particularly in ordering off players, referees must be quite certain of their ground. An essential point was to keep cool. The whistle should never be carried in the mouth, for it was too easily blown, and petty breaches that did not affect the game should be passed over. Players were often inclined to try and bluff the referee by constant appeals, but ho should take no notice of this. He should also inspect a ground carefully before taking charge of a game, noting particularly the direction of the ground and the position of the deadball lines.

Mr. Kitto proceeded to demonstrate many points on wjiich wrong rulings .were often given.
