(Rec. April 16, 8.15 p.m.) Washington, April 15. Mr. Hughes, the Secretary of State, has published the texts of the Notes interchanged between the United States and Japan whereby tho countries mutually agree to the cancellation of the Lansing-Ishii agreement, in which the United States in 1917 recognised Japan’s special interests in China. The Notes point out that in tho light of the understanding arrived at at the Washington Conference, the former .agreement is no longer in force. The cancellation, however, leaves intact the Root-Takahira understanding of 1906, in which Japan and the United States declared their purpose to maintain the status qud in tho Pacific, to assert equal rights for all Powers in China, and support the independence and integrity of that Power. —Aus.-N.Z.
